Although not sure, I believe these guys are from the US Navy. These riders are enjoying the nightlife of the Osaka bay area. This video gives you a great idea how the folks are practicing. When there are no mountain roads nearby any deserted road will do.
At night the docks are a great place to practice. That is as long as the police doesn't arrive to spoil the fun.
